The Moreton Bay Rail Link is a $1.2 billion project that will connect the Moreton Bay region with the greater Brisbane rail network. When completed, the link will comprise 12.6 kilometres of double-track electrified suburban passenger line and six new stations.
The Queensland Department of Transport and Main Roads (DTMR) engaged Advisian in May 2013 as its Commercial Advisor to provide specialist transaction management and commercial advice to determine a preferred proponent to deliver the project. Our role included developing an evaluation plan to provide guidance in the evaluation of proponent offers, independent evaluation on each of the proponent’s price, conducting various studies to establish the comparative differential between the proponents on issues such as risk and whole-of-life costs, and developing a Collaborative Project Agreement (CPA) which also included the Scope of Work and Technical Criteria and its appendices.
The winning contractor was advised in August 2013.
In September 2013, DTMR engaged Advisian as contract and commercial advisory partner for the project delivery phase to assist in ensuring the works are delivered under the provisions of the CPA.
