The NPI – Stage 2 Project involved the construction of 48 kilometres of underground, reverse flow pipeline from Noosa to Eudlo, balance tank, four pump stations, a water quality facility and upgrades to an existing water quality facility. Upon completion the NPI – Stage 2 connected with the NPI Stage 1 to provide a 95 kilometre reverse-flow pipeline; allowing water to flow north or south between Brisbane and the Sunshine Coast and providing drinking water to existing storage facilities in Brisbane or the Sunshine Coast. 

Advisian’s role 

LinkWater, as Owner of the asset, engaged Advisian as lead cost and commercial advisor to: 

  • independently review the Target Cost Estimate and undertake commercial negotiations for the $468 million project 
  • provide strategic high level project management assistance
Following completion of the pipeline works in October 2010, Advisian was engaged to check that all defects were rectified and to ensure that the 250 landholders involved in the project were satisfied that their land had been restored to original condition. 


Advisian brought to the project a depth of knowledge of the construction industry, cost and commercial expertise, capabilities in stakeholder management, and previous experience in major pipeline projects.

Through Advisian’s specialist commercial infrastructure knowledge and advice we were able to save LinkWater a substantial amount of the estimated capital cost.

The pipeline was successfully handed over to the client at the end of June 2012 following commissioning.
