Tullow Uganda Operations Pty Ltd (Tullow), Total SA (Total) and the China National Offshore Oil Corporation (CNOOC) propose to develop oil production facilities and associated infrastructure within the Lake Albert Rift Basin in Uganda.

Our Services

Tullow selected us to prepare a Social Baseline Assessment (SBA) for Exploration Area Two of the development.

The objectives of the SBA were to provide:

  • A detailed regional socio-economic baseline of the Lake Albert region in Block Two (Lead operator: Tullow) and the southern portion of Block One (Lead operator: Total)
  • Identification and assessment of likely generic direct and indirect regional socio-economic impacts
  • Recommendations of mitigation measures that will minimize potential negative impacts, and enhance positive and beneficial change

Household surveys that fell within Exploration Area Two were also undertaken. This was over a two month period throughout parts of the sub-counties in the Hoima and Buliisa Districts.

The study design involved quantitative and qualitative methodological approaches. It was representatively structured for a number of variables to be simultaneously compared across different social groups and enumeration areas. In a short period of time, data was concurrently collected across all the enumeration areas to ensure the design was appropriate.

Results

The final SBA study presented an overview of the current situation within Exploration Area Two, as well as an outline of the effect development may have on key socio-economic indicators.
